ALEXEY BULAVTSEV

Parliamentary election candidate 2027, Uusimaa

The eastern border has been closed for over 1,000 days. As a Member of Parliament, I intend to do everything in my power to put an immediate stop to this blow to Finland’s economy. Equality and the prevention of all forms of discrimination are also important issues to me.

01 / Who I am

Born in 1989 in Zhukovsky, Moscow Region.
In 2012 graduated from the Bauman Moscow State Technical University as a Master of Engineering specializing in hydraulics.
Afterwards, I moved for work to Hämeenlinna, Finland.
I have been living in Eastern Finland since 2019.
I have always followed social and political life closely, first in Russia and now in Finland.
Since 2023 I have been actively involved in protests against the complete closure of the border with Russia.
I have been a member of the board of the Alexander Union since February 2024 and its vice-chairman since November 2024.
Creator of a petition to the European Parliament against the border closure.
Author of dozens of complaints to various authorities in Finland and the EU.
Organiser of the ‘Raja auki!’ demonstration in December 2024 (Lappeenranta).
Coordinator of the ‘Rajat auki!’ series of motorcades in December 2025; personally led the convoy to the ‘Niirala’ border crossing point in North Karelia.
I currently live in the municipality of Sulkava with my wife.
In addition to my native Russian, I speak Finnish and English fluently.
I am passionate about travelling, particularly road trips. I have driven all over Finland, as well as across Russia from Kaliningrad to Magadan and Sakhalin. I have also travelled throughout almost the entire European Union, as well as to Mongolia, Japan, New Zealand and many other countries.

02 / Why I am standing

I have decided to become an independent candidate on the Freedom Alliance list in Uusimaa electoral district for the parliamentary elections in April 2027. The eastern border has been closed for over 1000 days. This unprecedented violation of the right to family ties has severely affected Finnish citizens and residents who have relatives in Russia. Economic consequences of this purely political decision are being felt across the country. Although the current Finnish government has effectively made any public discussion of the border situation toxic, I have been opposing the border closure through all lawful means since 2023, also as a member of the Alexander Union and intend to continue this work. Another worrying matters are equality and discrimination, as well as the stigmatisation — to the point of bullying — of people who openly express views that differ from the mainstream in Finland. If you feel that the current parliament is failing to address your concerns and to acknowledge your views, I am ready to stand as your MP.

03 / My programme

Finland where I want to live

Reopening Finland’s eastern border

Reopening Finland’s eastern border is one of the main priorities of my work as an activist and parliamentary candidate.

The closure of border crossing points has significantly restricted the freedom of movement of Finnish citizens and residents, as well as people from other European Union countries and partner states. Thousands of people have faced difficulties in maintaining family and personal ties, while border regions have suffered serious economic losses.

I am convinced that such far-reaching restrictions must not become a permanent practice. Their necessity and proportionality must be regularly assessed in the light of the Finnish Constitution, international obligations and national security interests.

I intend to work towards the swiftest possible restoration of lawful border-crossing arrangements, the gradual reopening of border crossing points and a parliamentary review of the current restrictions. National security must be ensured with respect for human rights and humanitarian considerations.

Equality, non-discrimination and freedom of speech

Equality before the law is an unquestionable principle in Finland, regardless of a person’s language, origin, nationality or country of birth.

In recent years legislative and administrative restrictions have affected certain groups of residents, in particular people with links to Russia and Belarus. For many of them Finland became their home long ago.

Restrictions on the purchase of property, specific conditions for access to certain positions and cases of unequal treatment in the workplace require legal assessment. The protection of national security must not lead to the unjustified restriction of individual rights.

Freedom of speech is an integral part of democracy, including the right to criticise the decisions of the authorities and to express opinions that differ from the mainstream.

I intend to seek a review of unjustified restrictions, to oppose discrimination and to defend the constitutional rights of all citizens and residents of Finland. Equality, individual responsibility and respect for human freedom must remain the cornerstones of public policy.

Pocketbook Economics

The guiding principle of my parliamentary work will be ‘pocketbook economics’ – assessing economic decisions primarily in terms of their impact on people’s real incomes and everyday lives.

For me the key question is how much money a person has left after paying for housing, food, utility bills and other essential expenses?

I intend to pay particular attention to employees, including part-time workers, and people with low and middle incomes.

The current Parliament has been far too complacent about business closures and job losses. I am convinced that even in difficult economic conditions safeguarding employment, ensuring decent pay and supporting businesses must remain priorities.

I will ensure that parliamentary decisions are assessed in terms of their impact on household budgets, job protection and preventing a disproportionate increase in the financial burden on the population.

The economy must serve people’s wellbeing rather than demanding constant sacrifices from them for the sake of improving statistical indicators.
